Enbar, E.G., Fred, M.A., Miller, L., Naiditch, Z. (2004). A nationwide study of deinstitutionalization & community integration: A special report of the public policy and legal advocacy programs Equip for Equality, Illinois. (233 pages)
Abstract
This report gives an overview of the extent of deinstitutionalization and community integration of people with developmental disabilities across 50 states. Based on a 50-state survey and an analysis of litigation strategies within states, this report is divided into five sections: (1) state profiles, (including number of state institutions, service system, how institutions were closed and issues that arose, current community integration activities); (2) summaries of three site visits (Minnesota, New York and Wisconsin); (3) in-depth legal case studies of three states (Pennsylvania, Tennessee and New Mexico); (4) findings, such as national trends; (5) recommendations to Illinois State officials for action towards achieving community integration in that state. There is also a detailed bibliography providing references for each state regarding community integration.
The report finds that there has been “strong and consistent national movement” toward closing institutions and increasing community integration of people with developmental disabilities and that the most common tactic used by advocates in states to achieve this is litigation. The research also showed that leadership from the Governor, state legislators and/or state officials and the development of home and community=based wavier programs are important to the success of community integration.
