Abstract
This report presents an analysis of data on participation in Medicaid Buy-in programs in 27 states between 2000 and 2004. An interagency effort created a new database that linked state data on Buy-in participation, SSA data on earnings, and CMS data on Medicaid and Medicare enrollment and demographics, including type of disability. The linked database made it possible to examine Medicaid Buy-in participation trends over time, longitudinal patterns of reported earnings and medical expenditures, the relationship between demographic characteristics of participants and earnings, and other important policy-related questions. The study found that enrollment in the Medicaid Buy-in program rose from 19,582 in 2000 to 94,963 in 2004, an increase of almost 400 percent. Mental illness was the most common disabling condition (36 percent), and about 85 percent had been SSDI recipients. Total earnings of participants rose with participation levels (from $135 million in 2000 to $453 million in 2004); and for participants with earnings, the average earnings were $8,065 in 2000 and $7,246 in 2004. The report notes that further analysis is needed to determine the relationship between earnings, use of services such as PAS, and overall medical expenditures.
