Capitman, J., Bishop, C., and Casler, R. (2005). Long-Term Care Quality: Historical Overview and Current Initiatives. Washington, DC: National Quality Forum.

Abstract

This report for the National Quality Forum explores the evolving definitions of quality long-term care (LTC), the initiatives that have sought to improve quality, barriers to achieving this goal, and emerging opportunities to accelerate efforts to ensure that chronically ill and physically disabled adults have access to information that enables them to evaluate and compare LTC quality and to receive quality LTC. The types of LTC covered in this report include: nursing home care, skilled home health care, and home-based and community-based supportive care (called “community care” herein), and supportive housing settings such as assisted living. Although these settings sometimes serve children and persons of any age with mental retardation/ development disabilities, or chronic mental illness/substance abuse, the National Quality Forum’s mandate for this initiative does not include the specialized service providers or delivery, regulation, and financing systems that specifically target children and adults whose LTC needs are not primarily associated with aging-related chronic diseases and associated physical disabilities.
