Wehman, P. & Revell, W. (2003). The Ticket to Work Program: Marketing strategies and techniques to enhance implementation. Richmond, VA: Virginia Commonwealth University, Rehabilitation Research and Training Center.
Abstract
This report reviews marketing strategies best suited to expand participation in the Ticket to Work Program by eligible workers with disabilities and to increase the number and diversity of Employment Networks (ENs). Of particular concern are the lack of quality ENs and the low performance of existing ENs in accepting Tickets and making job placements. Effective marketing efforts for SSI and SSDI recipients must address their fears, interests, and support needs related to employment.
The report concludes that effective marketing plans should be developed at the local rather than national level. Among the many specific strategies recommended to increase participation in the Ticket to Work Program are the development of model demonstration projects; working closely with minority communities to market the program to Ticket holders and Chambers of Commerce; developing community-level partnerships to provide information on work-related supports and benefits planning; and utilizing the Project with Industry programs and One-Stop Centers as hubs for outreach to Ticket holders and linkages with ENs.
