Home and Community-Based PAS > Reports > Medicaid Home and Community-Based Services: Program Data, 1992-2001 Medicaid Home and Community-Based Services: Program Data, 1992-2001IntroductionAs state administrations find themselves caught between the ‘rock’ of budget crises and the ‘hard place’ of increasing pressures to extend Medicaid home and community-based services (HCBS) there is rising concern about the development of the three main Medicaid HCBS programs: (1) 1915(c) waivers, (2) home health (HH), and (3) Personal Care Services (PCS) state plan optional benefits. This report presents the most recent available set of program data regarding each program. This work is part of a larger study on the HCBS program being conducted for The Kaiser Commission on Medicaid and the Uninsured. This report contains three main parts. Part 1 contains three sections: (a) a description of the three Medicaid HCBS programs, (b) an introduction to the current policy context, and (c) the data sources used to compile this report. Parts 2 and 3 present the tables listed in Figure 1 on page 3. Part 2 includes two sets of tables that report annual waiver participant, expenditure, and service data, 1992-2001. The series of ‘A’ tables (1A-9A) report data by waiver. The second series of tables (1B-9B) report data by state. Part 3 reports annual participant and expenditure data for HH, PCS, waivers, and total HCBS by state, 1999-2001. Further information on these data and HCBS can be found in the references listed at the end of this report.
