US Medicaid 1915(c) HCBS Waivers, 2005. In 2005, there were 1,060,356 participants in the 272 waiver programs in US (Table 1) with expenditures totaling $22,935,372,206 (an average expenditure of $21,630 per participant) (Table 2).
