Abstract

This report summarizes the “state of the states” on consumer-directed home and community-based services (HCBS) for older people in the United States. In 2004, two surveys and one set of interviews with state administrators about consumer direction for older people were conducted under a Robert Wood Johnson Foundation project, “Promoting Consumer Direction in Aging Services,” a partnership of the National Association of State Units on Aging (NASUA) and the National Council on the Aging (NCOA). The research was conducted by researchers at Matthew Greenwald and Associates, and analyzed by Dr. Donna Lind Infeld of The George Washington University. The surveys and interviews gathered information on knowledge, attitudes, effective practices, and barriers to implementation of consumer direction.
