Summary

May 17th 2005, 11:15 am - 12:48 pm

Symposium chaired by Martin Kitchener.

In response to growing consumer demand for non-institutional long-term care
(LTC) and the Olmstead decision, states have steadily expanded Medicaid
1915(c) home and community based service (HCBS) waivers. However, many
states are searching for ways to control Medicaid LTC costs which now
consume 34 percent of total program spending.

Since 1994, researchers from UCSF has annually collected from each state,
all CMS Form 372 Medicaid HCBS waiver reports and since 2002, has conducted
an annual national survey of waiver policies. This symposium will provide
information on participant and expenditure trends in Medicaid 1915(c) HCBS
waivers, how states are changing benefits, financial eligibility, and need
policies to slow growth in personal care programs, and state cost
containment strategies. Trend data on participants and expenditures for
personal care provided within waiver from 1999 through 2002 (including
trends in HIV/AIDS) will also be discussed.
