Coleman, B., Fox-Grage, W., & Folkemer, D. (2003) State Long-Term Care: Recent Developments and Policy Directions 2003 Update. National Conference of State Legislators.
Abstract
This report provides an overview of state long term care policies and programs in response to Olmstead. It also looks at how the budget crisis has impacted on Medicaid services.
The first of 2 reports from an 18-month project. It provides an overview of long-term care budgets, legislation and planning in each state to obtain insights into state long-term care policy reforms. The report includes a breakdown of information from each state (also available online via a map).
Key themes are: There has been much strategic change at a state level (e.g. 24 new governors took office in 2003), almost every state has tightened budgets, the Systems Change grants and other federal initiatives have played a major part in stimulating continued action to move people out of institutions into the community, there is an increasing use of consumer direction in HCBS programs, states seem prepared to continue the planning process and many have specific groups for this purpose.
