Chaney, R. (2003). Promoting Community Integration: Barriers and Best Practices from Seven State Recipients of Olmstead Planning Grants. Center for Health Care Strategies, Inc.

Abstract

The purpose of this report was to provide an overview of the institutional model of care and also looks at the relationship between the Olmstead case and Medicaid services. It is a case study of 7 states that are developing plans for Olmstead compliance.

This report begins by describing the background to institutional models of care and the link between Olmstead and Medicaid services. It cross-references the NCD and NAPAS reports to describe recent developments in state planning. It summarizes the common issues encountered by the 7 states that received grants from CHCS in developing plans for Olmstead compliance.

These issues are categorized as systemic (housing, workforce development, service flexibility, I.T., awareness about community living alternatives) and policy (funding, consumer/stakeholder involvement). It concludes that "the Olmstead decision has undoubtedly spurred activity to enhance HCBS… However… continued efforts and initiatives will be needed to continue the progress toward community integration of long-term care programs."
